William Hall retired from public education in January 2020 after serving for seven years as Superintendent of The Millcreek Township School District, in Erie, PA. He was hired as Millcreek’s Assistant Superintendent in 2009, and prior to that, he served as an elementary and secondary principal in the Oil City School District. His eighteen years of classroom experience includes teaching students in private, public, remote, and at-risk learning environments.
In January 2013, after the abrupt departure of then Superintendent Michael Golde, Hall was named Interim Superintendent at Millcreek Township School District, in Erie, Pa. In his first six months on the job, Hall inherited a plethora of district issues, including the following:
* A highly critical six-year state audit report citing “significant financial management issues” at the Millcreek Township School District.
* A local yearly audit report concluded that the District had exhausted all reserve fund balances and was facing an $8.8 million deficit for the upcoming year. The District’s fund balance was -$571,000.
* The previous School Board had just approved and borrowed money for a $100 million District renovation project to commence in the upcoming spring.
* Underperforming PSSA/Keystone achievement scores across the District.
* A maligned school board/administration, a hostile and unhappy school community, school closures, and three local television stations regularly knocking at the doors for answers.
While “crisis managing” in his first six months, Hall would be hired permanently in July, 2013. Under his leadership, the District’s financial and academic turnaround was remarkable. A few of his many highlights included the following:
* The District maintained yearly balanced budgets, clean audits, and in SY 2020, its reserve fund balance was over $20 million.
* The District implemented 58 independent business audit recommendations to maximize internal financial controls and increase operational efficiency.
* A 3-Year High School average for Keystone exams indicated that McDowell High School students “significantly exceeded growth” with math, English/language arts, and science achievement scores.
* Westlake Middle School was first (math) and second (English/language arts) in the state for their value-added achievement scores in SY 2017.
* The percentage of McDowell Honors College students scoring “Distinguished” on Keystone exams were among the highest in the state.
According to Hall, “Our greatest strength and successes came from within. We got the right people on the right seats on the bus, and then challenged each other to be great. And great we were.”
Hall’s thirty-four-year career in public education included time as a teacher, coach, principal, and central office administrator. He also served as Erie County’s Head Start Administrator from 2020-2022. His twelve year experience as a central office administrator at Millcreek Township School District forms the foundation of SEG’s Leadership Development program.
He married his high school sweetheart, Jane, in 1984, and they have four children: Brandon, Tanner, Chelsea, and Chloe. They are also grandparents to William, Brigid, and Maggie Hall

Dr. Lisa Jablonski has been involved in public education for the past 15 years serving as a coach, mentor, learning support teacher, emotional support teacher, acting principal and supervisor of special education. While working in public education, Dr. Jablonski has been a strong advocate for the most vulnerable populations within a school district. Furthermore, she has developed career pathway opportunities and served as chair for the human services pathway. She has also taught adjunct introduction to education and special education courses.
Dr. Jablonski received her Doctorate of Education in Special Education from Slippery Rock University with her dissertation on the topic of inclusive practices within a high school setting. Additionally, she received her Bachelor’s degree from Mercyhurst University in Elementary and Special Education. She holds two Master’s degrees, in reading and educational leadership.
In Lisa’s spare time, she enjoys spending time with her husband and two sons. She also enjoys running with her friends, completing several half-marathons. Lisa is also an avid reader.
